BBC Gaza Programme Ruled a 'Major' Infringement of Broadcasting Standards, Declares UK Media Regulator

The public service broadcaster engaged in a "major breach" of industry standards by failing to disclose that the voice of a documentary about Gaza was the offspring of a Hamas administrator, as ruled by regulatory body Ofcom.

An probe by Ofcom into the programme Gaza: How to Survive a Warzone has concluded that the programme was "substantially inaccurate".

The chief executive of the broadcaster had previously apologised, stating there had been "a significant failing in relation to accuracy".

Ofcom has instructed the corporation to broadcast a evening statement about its findings.

"As this represents a major infringement of our regulations, we are ordering the BBC to air a message of our conclusions against it on BBC Two at nine o'clock in the evening, with a date to be finalised," it said.

'Risk to Undermine Confidence'

The authority's report said: "Our probe found that the film's omission to reveal that the narrator's male guardian held a role in the Hamas-administered government was significantly deceptive.

"This implied that the viewers did not have essential details which may have been extremely pertinent to their judgment of the voice and the details he shared.

"Trust is at the core of the bond between a broadcaster and its viewers, especially for a state-funded media outlet such as the BBC.

"This failing had the possibility to erode the significantly high degrees of credibility that the public would have placed in a factual film from the broadcaster about the Israel-Gaza war."

The film was removed from the online platform in last February after the narrator's familial connections came to light, and in this past July an internal BBC review found it infringed the broadcaster's editorial guidelines on truthfulness.

A representative for the broadcaster stated: "The authority's determination is in accordance with the conclusions of Peter Johnston's review, that there was a serious error in the programme in relation to the corporation's content standards on factual correctness, which aligns with clause 2.2 of Ofcom's Broadcasting Code.

"We expressed regret for this and we comply with the authority's determination in complete. We will follow the penalty as soon as the schedule and language are finalised."
