Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the presentation of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been stabilised. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: a renewed assault of missile and drone strikes on Kyiv.
The Pattern of Negotiation and Warfare
The chain of opposing developments captured the bleak nature of the current period. By day, diplomatic battles are fought: positive announcements are released from various governments. Immense energy is allocated on managing specific proposals. By night, the Kremlin brutally reminds the world that, for them, military action persists as the main instrument for achieving "peace".
After-Dark Attacks
As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is able to track projectile deployments from enemy soil, a capacity provided through up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to counter approaching cruise missiles streaked across the sky – sophisticated military planes supplied to Ukraine by Western partners.
Shortly after, Kyiv's anti-aircraft weapons activated: defensive missiles deployed against a Russian ballistic missile. This was a advanced protection mechanism at work, presumably provided by partner states. Every deployment shakes the surroundings, causing tremors. The instant of fear quickly transforms into resigned acknowledgment: maybe the incoming missile won't strike its target this time, sparing the city from catastrophe and further power outages.
Ongoing Risks
Not long after, a large-caliber weapon fired at a drone close by, part of a defensive team – probably Western-made equipment. Sadly, the shots failed to hit the enemy aircraft – it maintained course toward its objective.
Intermittently, this persisted until dawn. Kyiv greeted the daybreak reports: seven people killed, damage and utility failures in many homes as a result of the nocturnal offensive. As always, everyone still went about their day – experiencing conflict. But those 24 hours illustrated Ukraine's critical military reliance on international aid – a reliance that neighboring countries are clearly incapable to fill in the immediate future.
Unsuccessful Negotiations
The detailed framework from American leadership sparked intense emotion, controversy and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.
Every new approach from American administration follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually secure success. This trend will, no doubt, continue.
Tactical Assessments
It is tempting to accuse particular leaders of repeatedly advocating Russian terms. But that does not seem to be the entire situation. American leadership operates on a principle familiar among experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The White House assumes that it is unfeasible to compel Moscow to relinquish the land that it presently holds in Ukraine's south or east.
The challenge is that while recognising this factual reality, US leadership does nothing to prevent Kremlin actions, through statements or actions, from assuming that the current condition will not evolve additionally in its benefit in the near future.
Divergent Views
Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their reason to sign a deal that does not give them the maximum possible gain is close to zero. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's leader remains supremely confident in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing civilians and areas but preventing a complete military breakdown until circumstances change in its favour.
Existing Situation
Objectively, there are no real preconditions for a truce. Now, personal considerations are entering the equation: leadership ambitions to broker a ceasefire and achieve global acclaim, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any initiative Kyiv finds unacceptable, so that their priority does not shift toward domestic problems. And although their objective will now be considerably more difficult after current events, it remains highly unlikely that this will alter their fundamental strategy.
These two forces are driving the talks.
Assessment and Future
It took a mere seven days to eliminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, latest revelations, all did their job.
While new plans based on previous concepts are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and reflect specific hesitation to change the course of events, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, primarily depend on sustained allied backing.
