UK Councils Plan to Dispose of Social Clubs and Sports Centres to Balance Books

Based on a recent survey of local authorities, UK councils are preparing to sell community centers, sports centres, and shopping arcades as they rely on a fire sale of properties to balance the books.

Growing Fiscal Challenges Prompt Asset Sales

The Key Cities Group representing major urban areas in England reported that 60% of councils are intending to sell assets to cover the escalating costs of social services for vulnerable individuals.

Local governments have previously faced criticism for selling public land and open spaces to shore up their finances, but they contend they must continue to raise vital cash from asset sales or face insolvency.

The group said that a significant number of councils seeking to generate funds from a fire sale of holdings marked “a distinct shift from 2024, when the largest share (six in ten) of municipal officials stated they would focus on service redesigns and using savings to manage growing financial challenges.”

Specific Cases of Planned Sales

Medway Council in Kent announced its asset disposal plan included the disposal of a shopping centre in Rainham and a social club in Rochester to generate 20 million pounds over the next half-decade.

  • Gillingham golf club and commercial properties held in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be sold under the strategy.

Council Tax Rises and Broader Fiscal Pressures

The survey of local authorities in the coalition, which includes several urban centers, further found that more than 70% of authorities will have to raise local levies next spring to cover the growing cost of core provisions, increased rates of homelessness, and a persistent accommodation deficit.

The authority explained it will press ahead with property disposals after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are adopting innovative approaches but certain measures require time to deliver both improved services and financial savings,” said Vince Maple.

He continued: “There are population challenges which will persist to add to the pressures we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

Countrywide Patterns and Projections

A survey of county councils recently also found council budgets being strained by the increasing figures of young people and adults needing Send support.

The County Councils Network projected that council deficits will reach £4.4bn a year by the end of the decade, as they struggle to cope with rising needs.

Government officials have put off scheduled changes to the Send system until next year after a policy document setting out those reforms was recently delayed.

Deprivation and Funding Gaps

Based on the most recent indices of deprivation (the Index of Multiple Deprivation) for UK local authorities, many participating urban areas were among the most disadvantaged in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 nationally under the latest IMD measures,” noted the study.

“While only a single urban area is among the ten most deprived for deprived neighbourhoods countrywide, urban areas are much more prone to be in the worst-off 20% of the nation. The data highlights the scale of difficulties facing local leaders across key cities in the next twelve months,” the analysis concluded.

“Local government leaders have been explicit about the need for a fair and sustainable financial structure that accounts for and responds to the actual extent of deprivation and demand,” stated a council leader.

“Without this, local authorities will persist to face difficult decisions around which essential services to allocate spend to, and which to reduce, to the detriment of their communities.”

A fifth of local authorities have reduced or weakened social care provision in the last year, the survey revealed.
